Pocket Queens - All In

Playing a NL freeroll tournament the King went all-in on the flop with pocket queens and lost.  Another player had KT offsuit and had top pair TT.  The river had a King and
that player made two pair.  

Would going all-in before flop have been better, perhaps the KT offsuit would have folded then.

The King came in about 2,500 out of 9,000.
